1. Yes, the standard applies to your kitchen
The Hazard Communication Standard, 29 CFR 1910.1200, covers any employer whose employees may be exposed to a hazardous chemical in the course of their work. A back-of-house with a caustic oven cleaner, a chlorine sanitizer at the three-compartment sink, and an acid delimer for the dish machine is squarely covered — the same as a manufacturing plant. There is no exemption for small or independent restaurants. The moment a product arrives with a hazardous-chemical safety data sheet, the standard’s requirements attach: a written program, an inventory, SDS access, labels, and training.
2. The hazardous chemicals in a typical kitchen
Most kitchens carry more regulated chemistry than the crew realizes. The usual list:
- Heavy-duty degreasers — alkaline cleaners for hoods, fryers, and floors; skin and eye irritants, some corrosive.
- Oven and grill cleaners — frequently built on sodium hydroxide or potassium hydroxide (lye/caustic), corrosive to skin and eyes, with aerosol versions that should not be inhaled.
- Drain openers — either strongly caustic (sodium hydroxide) or strongly acidic (sulfuric acid); among the most dangerous products on site.
- Chlorine sanitizers — sodium-hypochlorite (bleach) solutions used at the sink and on surfaces.
- Quaternary-ammonium (quat) sanitizers — the other common sanitizer family, often in spray bottles and dispensers.
- Dish-machine detergent and rinse aid — high-alkaline detergent and a separate rinse-aid/drying agent, usually plumbed from drums.
- Delimers and acid cleaners — phosphoric, hydrochloric, or citric acid products that remove lime scale from dish machines, coffee equipment, and steam tables.
- Carbon dioxide (CO2) — for soda/beverage systems and draft beer; a simple asphyxiant in confined storage, and bulk tanks add a cold-burn and pressure hazard.
- Pest-control and floor-care products — if applied or stored in-house.

3. The secondary-container labeling problem
The single most common kitchen HazCom miss is the unlabeled spray bottle. When a dishwasher refills a bottle of sanitizer from a concentrate, or a cook decants degreaser into a smaller container, that bottle becomes a secondary container under 1910.1200. It must carry, at minimum, the product identifier and the hazard information — not just “sanitizer” or “degreaser” in marker, and not a faded original label peeled off the jug. The narrow exception is a portable container intended for the immediate use of the worker who filled it, emptied by the end of that shift; a bottle that sits on a shelf overnight is not covered by it.

4. Training line cooks and dishwashers
OSHA requires HazCom training at initial assignment, before an employee handles hazardous chemicals, and again whenever a new chemical hazard is introduced into their work area. Kitchens have some of the highest turnover in any industry, so the realistic risk is not the chemistry — it is a new dishwasher hired Friday who runs the delimer through the machine Saturday with no training and no idea it is an acid. Train every new hire, on the products they actually touch (sanitizer, degreaser, oven cleaner, delimer, drain opener), on where the SDSs live and how to read a label, on the personal protective equipment to use, and on the never-mix rules below. 5. The never-mix warnings every kitchen needs
These are the combinations that send kitchen staff to the emergency room. Post them and cover them in training:
- Bleach + ammonia — produces toxic chloramine gases. Many glass and floor cleaners contain ammonia, so this happens by accident.
- Bleach + acid — bleach combined with an acidic delimer, descaler, or some toilet-bowl and tile cleaners releases chlorine gas.
- Bleach + quat sanitizer — mixing the two sanitizer families can neutralize each other and generate hazardous reactions; pick one sanitizer system, do not combine.
- Acid drain cleaner + caustic drain cleaner — combining the two types, or layering one on the other in a clogged drain, can react violently and erupt.

6. Keep an SDS for every product, accessible on the line
HazCom requires that the current safety data sheet for each hazardous product be readily accessible to employees during their work shift. A binder locked in the manager’s office upstairs does not meet “readily accessible” for a cook on the line at 9 p.m. when nobody has the key. Acceptable approaches include a binder kept in the kitchen, or — far easier to keep current — a digital SDS library staff can open from a phone or a wall-mounted tablet. 7. The 2024 HazCom update reaches your kitchen too
OSHA’s 2024 update to the Hazard Communication Standard — aligning it with the 7th revision of GHS — is phasing in. Employers, including restaurants, must update their workplace and secondary-container labels, their written HazCom program, and their employee training to the new format by November 20, 2026 (OSHA extended this from July 2026). That means the labels on your refilled sanitizer bottles, degreaser containers, and decanted delimer need to reflect the updated hazard information, and your crew needs to be trained on what changed.
