The OSHA requirement: 29 CFR 1910.151(c)
The federal rule is short. Under 29 CFR 1910.151(c) (Medical services and first aid), OSHA requires that "where the eyes or body of any person may be exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body shall be provided within the work area for immediate emergency use." That single sentence is the legal hook. It tells you a station may be required, but it deliberately does not define what "suitable" means, how far away the unit can be, how long it must flush, or how often it must be tested.
Where ANSI Z358.1 comes in
OSHA fills the gap by pointing to a consensus standard. ANSI/ISEA Z358.1, "Emergency Eyewash and Shower Equipment," is the widely recognized standard that defines the design, performance, installation, testing, and maintenance of this equipment. Be clear on the relationship: Z358.1 is not a separately codified OSHA regulation number. You will not find "1910.Z358" in the CFR. Instead, OSHA enforces the Z358.1 details through 1910.151(c) itself and, where applicable, the General Duty Clause (Section 5(a)(1)), and OSHA's letters of interpretation repeatedly cite Z358.1 as the recognized standard for what counts as "suitable facilities." When is a station actually required? Read the SDS
The trigger in 1910.151(c) is exposure to "injurious corrosive materials." That is a chemical question, and the answer for each product is on its safety data sheet:
- Section 2 (Hazard identification) — look for skin corrosion/irritation and serious eye damage/eye irritation classifications, the corrosion pictogram, and signal words. Strong acids, strong bases (caustics), bleach concentrates, and many disinfectants and degreasers fall here.
- Section 8 (Exposure controls / personal protection) — look for guidance that calls out eyewash or quick-drench facilities directly; many SDSs state when an emergency eyewash should be available.
If a product is classified as corrosive or a strong irritant and your employees can be splashed or exposed during normal work, you are squarely in 1910.151(c) territory. If everything on site is low-hazard, you may not need a station at all — but you should be able to show how you reached that conclusion. The 10-second / 55-foot access rule
ANSI Z358.1 guidance is that an affected worker must be able to reach the eyewash or shower within about 10 seconds of the hazard. Because an injured person moving with eyes shut covers roughly 55 feet in that time, the standard is commonly translated to a travel distance of no more than about 55 feet on the same level, with no obstructions and no doors or stairs to pass through along the path. For stronger corrosives — concentrated acids and caustics — the unit should be located immediately adjacent to the hazard, not 55 feet away.
The 15-minute flush and tepid water
Once someone reaches the station, the equipment has to do its job:
- 15 minutes of continuous flushing. Eyewash and shower units are expected to deliver flushing fluid for a continuous 15-minute period, hands-free, so the user can hold their eyes open with both hands.
- Tepid water (about 60–100°F / 16–38°C). Z358.1 calls for tepid flushing fluid. Water that is too cold drives people to stop flushing early; water that is too hot can worsen a chemical burn. This often means a tempered-water supply, especially for outdoor or unheated locations.
- Hands-free operation. The valve must activate in one second or less and stay on without the user holding it, so both hands are free.
Unobstructed access and signage
The path to the unit must be clear and the unit itself must not be blocked by carts, pallets, or stored product — a common citation is an eyewash buried behind boxes. Stations should be on the same level as the hazard, well lit, and marked with a highly visible sign so anyone, including a new or temporary worker, can find them fast.
Testing and maintenance schedule
Equipment that fails when someone needs it is worse than no equipment, so Z358.1 sets a maintenance cadence:
- Weekly — plumbed units. Activate each plumbed eyewash and safety shower weekly to verify flow and to flush stagnant water out of the supply line (stagnant lines can grow bacteria such as Acanthamoeba).
- Periodically — self-contained units. Inspect self-contained (portable/gravity-fed) eyewash units on the schedule and method specified by the manufacturer, and replace or refill the flushing fluid before its expiration.
- Annually — all units. Perform a full inspection of every unit at least once a year against the requirements of Z358.1.
- Document everything. Keep a dated log of each weekly activation and the annual inspection; that log is what proves compliance during an inspection.
